Capital Project Oversight
It is the responsibility of the Office of Budgeting and Planning, in conjunction with Facilities Management, to develop and monitor the University’s long-range capital plan.
Capital Project Initiation and Approval Process
To better steward our shared campus resources the University requires oversight on requests for capital projects and equipment. This process helps ensure that University leadership and project planning teams are aligned with regard to cost, responsibilities, deadlines and objectives.
In the spring of 2018, the University introduced a new process for submitting all potential capital project requests in excess of $100k. This procedure provides consistent documentation of project proposals with regard to purpose, scope, budget, funding source, operating budget impact and scheduling. This new capital project process provides a framework to assess, prioritize and approve these projects in coordination with our long-range comprehensive capital plan.
In conjunction with Facilities Management, project requests are presented to the Capital Project Advisory Review Committee (CPARC) for review and approval. CPARC consists of senior leadership from the following offices: the Provost Office, the Office of Finance and Administrative Services, Facilities Management and the Office of Budgeting and Planning.
